No agent can mark a ticket approved. "Pass" means "low risk, ready for a quick yes".
Risk always escalates
Billing, customer data and network changes go to a person, however clear the ticket is.
Spot checks
A random few passed tickets still go to the approver, to catch a critic going quiet.
